There is really no evidence at all to suggest that Moussaoui was ever scheduled to be the 20th hijacker. He's a bad man who belongs in prison for the rest of his life, but the U.S. government tried to make him sound a lot more integral to 9/11 than he was in an effort to make it look like it has accomplished more in the war on terror than it has. For that matter, there's really no evidence that anyone was supposed to be the 20th hijacker. When the three planes with five hijackers hit their intended target, and the one plane with four hijackers did not, it became convenient shorthand to say that Al Qaeda failed on that flight because the 20th hijacker was missing. But that's really not the case.
